The PforR component amounts to US$438 million of which the International Development Association (IDA) shall finance US$230 (IDA credit US$190 million, IDA grant from the Window for Host Communities and Refugees (WHR) US$40 million), GoK counterpart financing is US$200 million and US$ 8 million is to be leveraged from Commercial Financing by participating WSPs. The PforR Program consists of the following five closely interrelated Results Areas (RAs) that are consistent with and support NAWASIP.
The IPF component consists of US$20 million in IDA funding, comprising a US$10 million IDA grant from the WHR and a US$10 million IDA credit. This component addresses technical, institutional, program management, governance, and accountability capacity gaps identified in the Technical, Environmental, Social, and Fiduciary Assessments. It supports the State Department for Water and Sanitation with program management, infrastructure design, monitoring, and verification. Counties will receive training on climate-resilient and inclusive WASH infrastructure, behavior change campaigns, and special support for Turkana, Garissa, and refugee services. WASREB and WSTF will be strengthened to improve regulation, governance, citizen engagement, and financial health of water service providers. Finally, the IPF will back refugee policy and coordination through the Shirika Plan, integrating humanitarian WASH services with national systems.
